Curl RTE 8.0.10 and Curl CDE 8.0.10001 is released.

The Curl Runtime Engine (versions 8.0.10) and Curl Development tools (versions 8.0.10001）is released today(2019/8/30).

Summary of fixed issues:
1. Enhanced support for multi-displays.
2. Support timezones over +12 or below -12 (such as Chrismas Island, whose timezone is +14).
3. CDE 8.0.10001 now support 64bit Eclipse.
4. Installing OCC applet now creates desktop shortcut by default.
